She is the one who is incontrol of the National Guard. She only activated 2,000 members with thousands more available. It was not until the 31st of august did the Govenor ask for more troops from the Guard. On September 1st the Guard sends in an additional 30,000 troops to the area. On September 3rd the guard send 10,000 more troops and the guard and the Govenor asks for some regular army troops in which 7,200 are dispatched to the area. Now you have more than 40,000 troops at hand. MRC
