responsible for the guard.  The guard was called out.  Thousands of
guard troops were pre-positioned outside the city before the storm.
The FUCKUP happened when neither Nagin nor Blanco stopped to realize
that there would likely be delays if the roads were flooded.  Guess
what, Curtsie?  The roads were flooded.

before the waters had receded and the bodies recovered....all that
