You are wrong, Foriegn aid is being accepted.

The Govenor of the state of Louisiana blocked food and supplies from
reaching people trapped at the New Orleans Convention Center and the
Louisiana Superdome. Those were supplies had locally.

Now as to getting trucks in from Texas and Fla, the roads were not
passable. It takes to to map and safe route for convoys to travel.

Sorry to bust your bubble, but the mayor of New Orleans had hundreds of
buses available to evacuate people on. Houston;s Metro offered to send
every available bus to N.O. to help in the evacuation of the city but
were turned down by the mayor.

As for the kid who stole a bus, the question is where was he when he
found the bus and where were the people he picked up located? Could it
be he originated from an area not as flooded ans the rest of the city?
How long did it take him ot get out? How many times did he have to
change route? YOu know it is easy for someone who lives in the city to
find route out. For those who do not it is not easy to get into a
flooded city not knowing which streets are passable and which are not.
It takes time to map a route that is safe and passable.
