Apparently you neglected to read it. No where does it say that DHS has absolute control or authority over state and local agencies. Nor does it say the National Guard is under its control. What it does say is that DHS is in control of Federal assests for the purpose of rescue and recovery. It does not give the DHS authority to take jurisdiction from Local and state officials. Read the NRP as you have touted (Sec III). It is there in black, white and blue. MRC
