The recieved the Disaster disgnation prior to the hurricane.  IT was the 
Govenor who did not allow in relief workers.  It was the Govenor who did 
not direct is state and local agencies to coordinate with FEMA as so 
many other states have done in past disasters and is outlined by FEMAS 
own plans.  No indifference or blackmail!

States rights do not originate at the federal level.  It originates in 
the state capitols of every state.  It is up to those elected officials 
to exercise state's rights.
