I noticed that myself, in connection to BART's bike policy, which 
was also recently liberalized along the same lines as PATH.  The
BART policy now reads, "Gasoline powered vehicles are always
prohibited."  The "gasoline" spec was apparently added for the
sake of the disabled, but it gave quite a boost to ZAP and other
electric bicycle makers.
