French Telecom is a state owned company, Governments are likely
to be regarded as better risks for investers than private companies.
Though I think lots of private money is now going in, as french
companies make use of the service.
(minitel originally was intended a telephone directory system,
it is now used fo many other things, any french people care 
to comment on the project?)
