No it wouldn't have the drastic effects you predict, in the positive
direction.  Instead, an INCREASED number of people would become
addicted, due to more availability.  There would be an INCREASED
number of crimes due to an INCREASED number of people high on the
stuff who are without their senses.  

It would NOT take a bite out of prison overpopulation, it would
increase it.

And your idea of another taxable item, being marijuana, is ethically
and morally wrong.  Heaven knows, we don't need any more corruption
in gov't.
