What I'm saying is that I think it's unreasonable to assume
that a person intoxicated by any mind-altering drug is going
to behave with the responsibility of someone clear in their
senses.

I never said that being drunk was an excuse to violate someone
else's rights.  I am a strong advocate of punishment for
crimes committed while under the influence of any non-perscription
drug (with the responsibility of the perscription drug cases going
to the doctor who perscribed them).

Ideally, I completely agree.  But consider the concept of trust.
We must make allowances to keep a safe society.
