An election-day manual issued by the Democratic National Committee urges
local operatives to stir up talk about potential voter intimidation even
if there is no evidence.

A section of the 66-page manual [pdf file, obtained by the Drudge
Report, says, "If no signs of intimidation techniques have emerged yet,
launch a 'pre-emptive strike.'"

The Democrats' plan will be distributed in dozens of states, according
to Drudge, who says a top DNC official confirmed the manual's authenticity.

The official claimed, however, that the notion of crying wolf on any
voter intimidation is "absurd."

"We all know the Republicans are going to try to steal the election by
scaring people and confusing people," the top DNC source explained.

The manual advises local Democrats to:

Issue a press release
i. Reviewing Republican tactic [sic] used in the past in your area

ii. Quoting party/minority/civil rights leadership as denouncing tactics
that discourage people from voting

Prime minority leadership to discuss the issue in the media; providing
talking points

Place stories in which minority leadership expresses concern about the
threat of intimidation tactics

Warn local newspapers not to accept advertising that is not properly
disclaimed or that contains false warnings about voting requirements
and/or about what happens at the polls

Leaked page reveals push to use tactic of 'pre-emptive strike'

Democrats got caught with their election playbook open Thursday when a
leaked page was published urging operatives to lodge a "pre-emptive
strike" of claiming voter intimidation, whether it's true or not.
