Obama certainly believes in a strong military. He just believes that 
they should be used with caution, and only when necessary. He 
does not believe in the Bush Doctrine of pre-emptive attacks, 
Obama instead believes in a strong defense. Big difference, 
and as a veteran I agree with Obama on this one.
