Precisely!  That was what was asked, and the answer is Yes -- American
Citizens can also get free smoke detectors.

Well, in point of fact, you Can do that, though they can also attempt
to collect from you or your insurance.  But the initial Federal Act
that provided aid to hospitals ensured that No One -- that would be No
One At All -- would be turned away if they showed up at an emergency
room.

Which is arguably one of the great failings of not instituting some
sort of national health care plan, since those costs are way more than
they would be otherwise.

But can American Citizens be treated at an ER?  Yes indeed -- they
can.

Nope.  No ER in any hospital that has received Federal Aid under the
whatever-the-name of the act was, will fail to treat you if you show
up with an emergency.
