FEAR and the Funding of Government
Following is an excerpt from the chapter titled "Authority of
Government" from my book Journey Beyond Thought:
Fear is the primary tool which is used by government to insure its
continued existence. If government were to be held to the same
standards as in the private sector, it would soon be out of business.
Government is the only business structure that is actually rewarded for
not doing its job.
Take crime for an example. When crime is up, fear arises within the
mass mind. Government exacerbates that fear through the sending out of
carefully constructed press releases and scare tactics. It then
suggests that if it had more of a budget, more manpower, more
facilities, more equipment, more this, more that, it would be able to
solve the crime problem. If their requests are not met, they go about
their enforcement activities in a selective manner, dealing largely with
peripheral issues while allowing the core problem to grow.
The fear level ultimately reaches a point where the public accedes
to the government's demand for more money. Temporary crackdowns are
periodically made, which have no real effect on crime other than to
enhance the image of the government agency. This process is carried on
at all levels of the governmental structure. The result of this
repeatable process is the transference of energy from the masses to the
government in the form of increased taxation. The monies are then
redirected by the politicians toward peripheral, pet projects. The
issues which evoke the greatest amount of fear in the masses are largely
ignored so that the process may be repeated as often as is necessary.

Administrations and elected officials may come and go, but these
enforcement policies endure. One merely has to observe this ongoing
practice operating here in JoCo and Jackson County with current "Catch
and Release" policies. Do not such "crime management" techniques only
serve to instill fear and insecurity in the minds of a political
constituency by hyping crime statistics via selective enforcement
policies which focus law enforcement's attention upon the homeless and
minor drug issues while burglaries and other more serious fear evoking
criminal acts go unabated?
Until clear policies can be mandated by the voice of the people (the
ultimate source of government funding) as to what constitutes
"criminality," and elected politicians and appointed admistrators are
held accountable for their enforcement, or lack thereof, the tax paying
public will continue to pay more and more for less and less service.
What's wrong with this picture?
