Sperm and eggs do not have "all the potential" that a fetus has. 
Neither
sperm nor eggs alone have human DNA blueprint.  The fetus is
scientifically
and fully human, yet not fully formed.  But again, neither is a 1 year
old
child fully formed.  But a one year old child is human for the same
reason
that a fetus is human... they are both growing organisms with human DNA.
