Unless there is a way to "immunize" your own population, biological
weapons aren't very practical, since their effectiveness is dependent
on the uncontrollability of its spread. Consequently, it is likely to
eventually cause substantial self-inflicted injury. Talk about
"friendly fire". Even suicide bombers don't blow up their own
families.
Paradoxically, the ones who launch mass immunizations (e.g. for
smallpox) are the most likely to be the ones who use it as a weapon
because they are in a position to limit their own casualties.
It just doesn't "work" otherwise.
