It also appears obvious to conservative friends who are not clue

No.  It's a nice touch, especially because adequate grammar is
important to correctly communicate one's thoughts, and that is an
important task for a President.

If the only evidence of the Shrub's dullness was the occasional
lapse of comprehensibility, we could overlook it, although we could
still wonder how someone who has been in the public arena for years
and was elected governor twice in a big state never made the effort
to improve his impromptu speaking skills.

We have much more evidence.  His evasions and clear lack of
knowledge displayed during his press conferences are some recent
bits of evidence.
