I wanted to get some opinions on the idea that a state employee should be able to use available sick leave time when that employee is not sick (e.g., take the afternoon off to go play golf). Clearly, by the rules, an OSU employee may NOT use sick leave for anything that is ot related to health. DIRECTLY related to health. I very strongly believe that one should NOT do this. Sick leave is for when you or a family member is ill, or has some medical appointment. It should not be used to take a couple of days off. I had a very strong disagreement with a co-worker yesterday. She is of the opinion that vacation time is only for REAL vacations (e.g., a two week trip some- where), and that it is alright to take sick leave if she wants to get a jump on the weekend and take off Friday afternoon to beat the getting out of town traffic, or family matters (e.g., a retirement party) that require a couple of days out of town. Her rationale is that the party is not a REAL vacation, so she shouldn't use vacation time. In dis- cussing this with another staff member today, he said that 99% of the university staff agrees with her (at least in general, even if not on every point.) So my question to everybody is: Should a state employee be allowed to use available sick leave for non-illness related time off? I hope there will be a lot of discussion on the bb's. Let's direct all discussion to cmh.opinion and osu.opinion, even though I have also posted to oh.general. I would also ask that you vote by e-mail to me, and I will count and announce in a week or so. Looking forward to a lively discussion.

Should any employee (not just state) be allowed to use sick leave for non-illness related time off? No. Should an employer check to make sure it is not? No. It is not practical, and it also does not build a good relationship with the employee. I encountered this very problem as the paymaster at a construction company. We had six fixed holidays, one optional holiday, and a varying number of six and vacation days. Invariably someone would get sick just before a three day weekend (how convenient) or just before his scheduled vacation. We could not make sure they were really sick (they could always claim they disconnected the phone so they could sleep). I think the real solution is to turn sick days into personal days (i.e. unscheduled leave). Very often sick days were used for exactly that. All that would be necessary would be for the employee to be honest, upfront, and give sufficient warning (i.e. don't use it to take off a day early without giving some kind of warning, even if it is only one day). I don't know what the policy for sick days is with the state, but it seems to me that if one must use it or lose it, you betcha they will be used, even if the employee has to lie. It makes no sense to me to discriminate against the healthy. ----- "The main flaw of Creation Theory is that it depends too much on conjecture and miracles, and the main flaw of Evolution Theory is that it depends too much on conjecture and miracles." Well, I'm not sure that it really makes a difference if you are a state, federal, city employee, or under employment by a private business - I'm my opinion, sick time is for when you are ill and vacation time is for just that, vacation. I think the person it hurts the most is the employee who uses their sick time when they are not sick. One day they might really need the time for hospitalization, etc. and they will have already wasted it on long weekends... But who am I... You seem to think "health" only includes physical health. With many jobs being high-stress in nature. a "mental" sick day may be what is needed. If its playing golf, shopping or whatever just getting away from work from time to time can help. I know I often prefer a day or so a month off instead of a real vacation. take a day off and just lay in my boat, talk a walk or drive. Vacations can be very stressfull in themself but talking an afternoon off may let you rid yourself of that stress. -- Gary W. In the Netherlands where the both the state and the company pay for sick days, somebody from the health board will actually check up on the person who is taking sick days and determines when the person is recovered. Harald Paterek
