Whether we believe they are the same, or they are different, is not all
that relevant. In think the fundamental question is how to get new
groups created.

Both group have the EXACT same group creation procedure, and both are as
easy to get done!!! (Contrary to what some individuals might like people
to think). Only the names are changed, and how public the 'deliberation
process' is:

On the NCF, if you want to create an IP group, you send an email to
ip@freenet.carleton.ca - that 'person' (Don McCallum) then does the work.
On the NCF, if you want to create a SIG, you send a message to
sig@freenet.carleton.ca - that 'person' (Mike Mason) then does some work.

Part of the work these people do is get clarification of the intent of
the group, so that an 'ABOUT' file can be created for the menu, or at
least they know what menu the group needs to be put into.

If these two people don't like the idea (Don't like you as an
individual, or whatever), you can appeal to the Board (Or send a note to
the other person in hopes they may be able to help ;-).

With ONAG, if you want to create a newsgroup, you send a message to
onag@pinetree.org. One of a number of people there then does some
work. Part of what they will do is get clarification of the intent of
the group, so that a CHARTER file (About file, charter file - whatever -
same thing) can be created for the ONAG web site (as well as being
posted to the group, etc).

Part of the process is to publicly discuss this new group idea in
public in the ott.config newsgroup. In this way the *INTERESTED USERS*
and News administrators (Not the general public who would find this boring)
can know the reasonings behind any decisions that are made. These users
can also very directly influence the decision making process by posting
their own thoughts and ideas!

If ONAG don't like the group idea, then the proponent can take it up
in ott.config with everyone directly (Bypassing the email to
onag@pinetree.org). If enough people (And other news administrators who
pay for this stuff) show support, ONAG will then do what the majority
wants (Assuming things aren't illegal, or other such things - again, the
same things that would stop an NCF group from being created).

This isn't magic. It's not easier to create a group in one place or
the other: the main difference is how 'public' the decision making
process is (With ONAG being much more open and public in the decision
process).

Some believe the demographics are different, while others do
not. This is fine, but I think it's time we stopped worrying about this
and moved onward.

If a new ott.* group is created, and duplicates an existing ncf.*
newsgroup, the users themselves can 'vote with their feet' as to which
group they want to use. It won't happen overnight (because there IS a
different feeling in the NCF than the rest of the Ottawa Internet
community), but it does happen.
