(double posted to ott.config/can.legal and to ncf.board.speakers-corner
and addressed to the NCF Board of Directors)

As a member of National Capital Freenet I would like to find out
if my BOD supports or is even aware of what ONAG (Ottawa News
Administrators Group) is currently doing.

As the article attached below outlines, ONAG has been removing
ALL postings from ANY 'ott' newsgroup on ANY news server which
have been posted by one certain individual.

Apparently this individual, Louise Marchand, has managed to
antagonize a large number of people participating in
'ott.general' discussions. 'ott.general' is a newsgroup carried
by most ISP's operating in Ottawa and some outside of Ottawa.

As far as I can determine, Ms. Marchand has not broken any
Canadian laws or any 'ott.*' charter rules for that matter.
She did not post hate literature. From what I can tell (I
have only read a couple of articles posted by her), all she
has done is annoy many of the people who cannot resist
reading and responding to her posts.

Since many complained, ONAG decided to cancel all messages
posted by Ms. Marchand to any 'ott.*' newsgroups.

This is a very dangerous precedent.

There are many annoying people posting on the internet.
Complaints regarding such individuals are traditionally
handled by their ISP. A third party canceling all articles
posted by a particular individual at any ISP, is a totally
different matter.

Since NCF has a seat on ONAG, I wonder if the NCF BOD voted
in support of canceling all messages posted by Louise Marchand.
