Why is the government going along with this? There are several reasons.
1. Powerful industry lobbyist groups who need to keep IT costs down
(=suppress wages) have persuaded the government that there was/is/will be a
shortage of skilled IT people. One such deceitful group is the Software
Human Resource Council.
Check out this site http://www.shrc.ca/about/index.html.

2. Fits with the government's immigration policies. The SHRC provides a
link to Foreign Worker Information.

3. Public (NAIT, SAIT, Grant McEwan) and private (DeVry) educational
institutions are thriving when more people enter IT and are continuously
upgrading.

NAIT is a powerful lobbyist in itself and many just give up and go on to
something else.

I know of
a classmate who is returning to NAIT in 2004 to take Electronics Engg Tech.,
a classmate who works for a porn website.
a classmate who left for the US.
a classmate who went to University.
a classmate is taking up photography.
