Well, that's one thing Jane User cares about along with, not in any
specific order, how long it takes to connect to a website, reliable
email, reliable newsfeed, few or no line drops, good polite
explanations of any problems, reasonable cost for service provided,
reasonable billing options, and few or no busy signals when dialing
in.

As far as I can tell, no ISP has figured out how to do all of these.
