Government regulation will never work effectively on the Internet,
it's hard to a imagine an organization that would be harder for a
government to manage. Unfortunately what will endup happening is
people will begin using e-mail programs that would reject all messages
but those originating from addresses on a personal list. This is a
horrible solution because it wipes out much of the accessibility to
others that the Net provides.

At the moment the best thing to do when mass mailed, is to reply with
a message politely asking not to be mailed again. Perhaps you could
send that message a couple thousand times just to be sure it gets
through (just kidding, a bit..). :)
