Perpetuating the problem of junk email by re-emailing garbage is not the 
answer.  Education of how wrong their actions are is probably a more 
appropriate response.

Besides, how would the taxpayers feel about you wasting their money and 
resources blasting away at another service provider from your government 
account.

Most of the time the offender is the client of the ISP, not the ISP.  To punish 
the ISP and 'shut down their servers' is not appropriate behavior on the Net 
anymore than junk email is.
