And I would agree with that--which is why I was surprised that your 
review left a large and significant stone unturned!

In your article ("Bell Canada vs. Internet Service Providers: A Review Of 
Facts And Issues"), you state "Bell Canada is a regulated company.  It 
cannot offer any telecommunications service, or change any price for such 
a service, without approval from its regulator, the CRTC."

I wonder why your report didn't attempt to examine the internal measures 
implemented by Bell (a regulated company) to ensure that they conduct  
business in accordance with the General Tariff.

Bell's error will affect many companies and their customers.  Crucial to 
coming to any sort of resolution in this issue is an in-depth 
understanding of exactly what happened at Bell.  Simply shaming people 
for making "unsupported accusations" or describing the outrage of those 
affected by this egregious mistake in condescending or pejorative 
language will never help to clear the air.
