I've noticed this, but my friend who has a LANCity modem has NOT. You probably have a terayon or other docsis compliant modem. They're able to cap those easily, the LANCity involves more work, so customers with LANCity are still getting the 300k/sec down and 48k/sec up speeds. Rogers does plan to cap those once they find a solution though.
