Take a ride up to DC and read Jefferson's words on the walls in the Jefferson 
memorial. He says that the laws of the country must be flexible and evolve as the 
nation progresses and it's needs changes. And I believe that in the constitution 
congress is granted the power to impose taxes to raise money for an army or other 
necessities of the nation. I don't recall Madison placing a note in the constitution 
limiting congress to a specific method of taxation.
