While I'm strongly in favor of the bill as it would:

a. Get rid of the most oppressive institution in American history
b. Allow individuals to save money by adjusting their capital spending
c. Tap the underground economy without a single beaurocrat
d. Dissolve the insane maze of regulations which are strangling business
   and cause irrational decisions

your complaint is valid.  I believe it would be quite easy to produce
Visa-like "retirement cards" which would allow one to buy without paying
extra sales tax.  In fact, even without the argument you presented, I
believe it might be the right thing.
