Well, that a good way in the right direction, if you ask me.

Personally, I see no real reason why ISDN-access should cost more than
modem-access.

Considering 56Kbit modems, I guess, by the year's end, ISDN internet-access
for the same prices as modem should be available!

Hookon used to be a belgian ISP that was taken over by xs4all (a dutch ISP).
