Info wanted on Software Technicians

I need some information on what a software technician might be expected
to do and get paid. I believe that Portland Community College has, or
had, a 2-year program certifying software technicians. Are there any
other such programs in the Northwest?

What I'd like to find out is,
	- What education and training I should look for (could expect)
	  in a software technician,
	- What sorts of job duties are typical,
	- How much supervision vs. independent decision making is typical,
	- What a typical pay structure is for such a person,
	- What such a person's career aspirations - or recommended career path -
	  might be.

Is there anyone out there - perhaps a graduate of the PCC program, or
someone who has hired or taught SW technicians, that has this
information or could give me a pointer to someone who has? A phone
number to the PCC program, if it still exists, would also be
appreciated.

Thanks in advance,
