 Of *course* they do.  After squalling about the FFL-to-FFL requirements
of the GCA, it didn't take dealers too long to realize there was money
in it.  At $20 or 10% (whichever is higher) local dealers are making a
killing.

 If you could just up and order stuff through the mail, the dealers
would lose a nice little sideline.
