computer assistance/bipad vs UPC

Help!
(oh if this is off topic, would someone PLEASE let me know which groups
are apropriate for this one)

the company I work for currently has a scanner system for BOOKS-
(using light pens to 'read' the UPC)

however, we (my boss) wished to have a system that reads/scans BIPADS
(the EAN/ISBN on mags)- but I have talked to several sources that tell
me that the system can read one OR the other, not both....

does ANYONE know of Software specifically to handle this problem...
(also it would be nice to be able to track magazine stock)
