I recently got this flyer from a friend who went to the RC show in Pomona.
---------------------------------------------------------------------------
Frequency Alert
At then end of 1992 the Federal Communications Commission issued a Notice
of Proposed Rule Making (NPRM - PR Docket 92-235). Implementation of
the document would have a profound effect on model frequency use. Developed
by the Mobile Land Service, the proposal creates a massive frequency
restructuring - the first of its type in 60 years.
While the 455 page document addresses frequency use in another service,
(Part 88 of the Code of Federal Regulations) it will ALSO affect Part 95
where the RC frequency use lives. With out becoming too technical the
restructuring inserts TWO new frequencies BETWEEN those presently assigned
for modeling use and commercial users. That means we could have a user,
higher in power, transmitting only 2.5 Khz away from many of our 72Mhz and
75Mhz frequencies!
Example:
Model Channel 12 - 72.030 Mhz
new insert 72.0325 Mhz
new insert 72.0375 Mhz
Present Commercial 72.040 Mhz
Not only re these users very close to our frequencies, they are also
designated as "mobile" therefore we would never know where they are
operating, including right in the pit area at your field! Our equipment
will not be free from interference at this spacing! The technical
specifications suggest other concerns may exist as well.
The academy of Model Aeronautics and Radio Control Manufacturers Association
are enlisting your aid in contacting the FCC to express our concern. We've
been urged by counsel, to use "every arrow in our quiver" to address the
proposal. You and your club are arrows that can help us make our point!
Below you will find a listing for the FCC, and the United States congress.
You are strongly urged to write NOW! to those persons and agencies
representing you, expressing yor concern! The NOW! is very important since
the deadline date for comments is February 26, 1993!
The AMA, with R/CMA's support is now filing a formal letter of comment
through their legal counsel. Three concerns will be used in objecting
to the proposal.
1. Saftey! RC models are not the silk and tissue items of years
ago.
2. Economic impact.
3. The number of indviduals impacted.
Be assured that we will monitor all actions in this matter carefully and
pursue all avenues available. All arrows will be expended! YOU are one
of them! Your target must be noted in your letter. It is referred to
by the FCC as NPRM PR Docket 92-235.
These persons or agencies will count the hits!

Our club has been in contact with the district rep of AMA. The AMA has joined forces with the SFA to fight this proposal. On the other side is Motorola, IBM, Apple, and AT&T who have a big stake in the cellular phone business. The cellular phone people are lobbying the FCC to steal our R/C frequencies. How serious is this problem? Extremely serious! Those in the know have convinced me that this will be the end of our hobby. The AMA rep says he will get out of the hobby if this proposal gets passed! A counterman and long-time hobbyist at Al's Hobby in Elmhurst told me the same thing; He has 23 airplanes and a total investment upwards of $50,000, and refuses to risk his planes in this new environment - so he will sell all his planes and get out of the hobby! You must act now. Write letters to your Senators and the FCC and your representatives. Even better, phone 'em or send them telegrams. Remember, the big money is on the other side lobbying the FCC for the proposal. On our side is the power of the vote, and that's all we have. Make sure your voice is heard! And do it soon, there is a deadline. Get your friends to sign a petition too.

Is there a way to flood these guys with email? Also can someone post a list of senators and representatives for the various areas. How about someone posting a form letter for everyone to send in? Anything to make it easy to do will create more mail being sent in! We need everyone behind this!!!! Mike Goza goza@cheers.jsc.nasa.gov

Email is singularly ineffective as a lobbying weapon. We have to use
physical mail. And if you don't know the names of your senators and
representative, fie! Call the local Republican or Democratic party
headquarters, or the League of Women Voters.
> How about someone posting a form letter for everyone to send in?
It really doesn't take long to just type a short letter indicating your
opposition. But if you really must, here's the letter that I wrote, feel
free to use it, or modify it in any way. But above all, WRITE, GODDAMMIT!
And if you see any mistakes, omissions, or whatever, please let me know.
But please, WRITE!!!
(It's in LaTex, but the text should be quite obvious.)

\opening{Dear Sir/Madam:}

Re: FCC NPRM --- PR Docket 92-235: Changes to Part 95
\end{center}
% Body:
The proposed allotments between the frequencies used for radio control (R/C)
applications would have several serious consequences:
\begin{enumerate}
\item The frequencies are only 2.5 kHz away from radio control frequencies
(example: radio control frequency 72.030 MHz; proposed new frequency assignment
72.0325 MHz.) Since radio control frequencies have a bandwidth of 10 kHz, the
new frequencies would interfere with radio control use.
\item Radio controlled model aircraft can weigh up to 10lbs., and fly at speeds
of about 100mph. Loss of control due to radio interference can result in a
serious accident.
\item Since the proposed use of the new frequencies is mobile commercial, this
interference would be extremely difficult to allow for, requiring expensive
spectrum scanners and continuous monitoring.
\item Since radio control is a secondary user, the R/C hobbyist would be
required to change frequencies. However, this is impossible for most users
since the transmitters commonly available can only transmit on one frequency.
\end{enumerate}
I strongly recommend that the proposed rule-change not be adopted.
\closing{Sincerely,}
\cc{

Senator Dennis DeConcini \\

It contained a sample letter that I used in writing mine. I could post my letter I guess as a body to use. It is of course personalized. I'm assuming all AMA members will receive what I got today. As far as your congress-persons the letter says to call the capitol switchboard and ask for the names and addresses. The number is 202-224-3121. I'm guess that the AMA tech department might also have this info. That number is 703-435-0750. As this AMA mailing says: Include the ID# of the proposal: PR Docket 92-235 Stress MONEY and SAFETY. Tell um howmuch you stand to lose if your equiment is rendered useless. Tell um what a model out of control can do to people and property. But What ever you do TELL UM something! It will only take a few minutes of time and a $29 stamp. Very inexpensive insurance! BB
