What is adjacent? Is there an upper limit on the distance between them?
What is a city? Is there a lower limit on its size?
I've collected some names from the Swedish-Finnish and Swedish-Norwegian
borders that more or less fit your rules. At least Pello fits perfect.
My source is the "KAK Bilatlas" i.e. the car atlas published by the Swedish
correspondence to the RAC.
In the list below the following letters are used:
A: Village, farm, church, etc.
B: Mountain, hill.
C: Densely built-up and populated area (in the Nordic countries defined as at
least 200 inhabitants and at most 200 m between the houses).
The distances given are very approximate.
Some national characters found in the names:
{ = a with dots
\ = O with dots
} = a with ring
