I would disagree here, in emphasis at least.
Read the article in RW a few months back titled
"white men can't run."  It gives a biomechanical basis for the different
performances of (1)white (2)west african blacks and (3)east/north
african blacks.  The facts presented in that article are somewhat
scientific and one can conclude from them that there definitely is a
biomechanical (and, thus, genetic) difference between these three people
groups athletically.  The point that is still not settled AT ALL is the
EXTENT that this affects performance.  Maybe it only makes a small
difference compared to culture, national emphasis, oportunity, etc. and
maybe not.
