Yes. The concept is called time dilation. Assume that an average runner
moves for one year at 1 km/h relative to his sedentary neighbor (just a
guess, accounting for most of the time being spent not running by either
the runner or the sedentary neighbor.) Now, since the formula for time
dilation is:
Tr = Ts * (1-((V^2)/(c^2)))^-2
Where Ts is the time that has passed for the sedentary neighbor
(apprximately 1 year, but exactly 8.7660000000 * 10^3 hours) Tr is the
time that has passed for the runner, V is the velocity of the runner
relative to the sedentary neighbor (1.0000000000 km/h,) and c is the
constant speed of light in a vacuum (1.0792528488*10^12 km/h).
Now these assumptions put any effect well beyond the precision of our
measured speed of light, but lets pretend they don't. Then:
Tr = Ts * (1-(4.2926313891*10^-15))
Indicating that our runner has used time dilation to cheat the clock of
1.3546514432 * 10^-17 seconds.
Cheers,
Craig
