I have NOT seen any formal CFV on news.announce.newgroups on this
topic; was there one posted?

Also, HOW do we vote and WHAT are we voting on?  Are we voting
to establish new groups, and if so, what are their names and
charters?  Don't we have to vote for each group individually
(i.e., we can't simply vote on reorganizing rec.scouting)?
