The Lenhoksin (sp?) Trail at Goshen Scout Camps (Virginia) has as one of the
event areas a COPE course (in addition to backpacking, spelunking, rock 
climbing, and more).  I do not know much about it.  You can probably talk
with your local council about "High Adventure Areas" to find out more
about Goshen Scouts Camps' Lenhoksin Trail.
