I have in front of me a Canadian Scout Handbook from 1930.  Although it 
doesn't go into detail, the salute (with staff) is covered... and it 
would appear that the staff never leaves the right hand.  The salute is 
accomplished by doing the Scout sign with the left hand, but bringing the 
left arm up horizontally in front of the body.

I believe that Rover thumbsticks would follow the same drill, incidentally.
