(U-WIRE) DAVIS, Calif. -- A brawl between Asian and predominantly
white fraternities on Dec. 1 has resulted in lingering racial tension on
the University of California at Davis campus, Asian students said at a
  city meeting Thursday.

The incident occurred at "the rocks," a levee at the edge of the Yolo
Causeway, visible from Highway 80, where fraternities and sororities
often arrange rocks to spell out the names of their organizations.

According to UC Davis student Daniel Kim, members of various Asian
fraternities were already at the levee when a group of white fraternity
members arrived. Insults were exchanged, and the word "chink" was
used by the white students. Eventually, physical violence broke out.

"There was verbal and physical engagement, there were assaults,"
Kim said. "This was 80 students that were in a huge brawl."

Kim and sophomore Michael Lee also said that, because the brawl was
broken up by police, the issue remains unresolved, leaving them and
other Asian students in fear on a daily basis.

"They know who we are, and some of us know who they are," Lee
said. "And we're going to see each other later on. On campus, in the
  bathroom... "

These grievances were aired at a meeting of the city of Davis' Human
Relations Commission. In addition to the commissioners, Davis mayor
Ken Wagstaff, Yolo County Sheriff Ed Prieto, UCD Police Chief Calvin
Handy, Davis Police Chief Martin Ruiz and UCD Vice Chancellor of
Student Affairs Carol Wall were present.

The Human Relations Commission was formed after a Vietnamese
student at Davis High School, Tom Nguyen, was stabbed to death in
a school courtyard in 1983. The commission deals with racial
prejudice as well as prejudice on the basis of gender, religion or
  sexual orientation.

Discussions at the meeting were prompted by a letter from Patti
Fong, a Davis lawyer and leader of DARE, Davis Asians for Racial
Equality. In her letter, Fong criticized the way Davis authorities have
handled recent crimes against Asians, including the brawl at the
rocks, an Oct. 13 home invasion at Arlington Farms and three other
  incidents.

Fong said police failed to maintain communications with the victims in
  the Arlington Farms incident.

  One of the victims agreed.

"I wish the university had informed me of the options that we had,"
Hong said. "I wish the police department had informed me of the
  options that we had."

Hong said he was also under the impression that the Arlington Farms
incident was no longer being treated as a hate crime.

"(The suspects are) being charged for first degree burglary, five
counts of assault with a deadly weapon, and interfering with civil
rights on the basis of race, religion or gender," Police Chief Ruiz said.

Interfering with civil rights on the basis of race, religion or gender is
the official term for hate crime.

Fong noted that hate crimes often go unreported.

"It's really hard to document it when we have a hate incident victim,
because they don't want to talk about it," Fong said at the meeting.
"They see nothing positive about reporting it. They feel like it would
look bad for their organization. They think if they come forward,
everyone will start blaming them for everything that's happening."

Fong also mentioned that some of the victims have strict parents
who would make them quit school and come home if they knew about
  the incidents.

Local law enforcement discussed three solutions to the problem.
First, the Yolo County Sheriff's Department is planning to devote one
officer specifically to racial incidents and race relations. Second, Davis
police officers have been supplied with pamphlets which they will carry
to the scene of all reported hate crimes. The pamphlets have contact
information for organizations devoted to helping victims of hate
crimes. Finally, Sheriff Prieto recommended starting a database of
names of witnesses and participants in hate crimes "to see if there is
a pattern in Yolo County and to see if the same names are coming
  up."

Sheriff's Deputy John Criste also responded to Kim's complaints that
no one was arrested or held for questioning after the Dec. 1 incident
  at the rocks.

"Our tactic was to disperse the group," Criste said. "From your
perspective you would've liked to have sat down and resolved it. But
from our perspective, we didn't have time... .We have to act quickly in
crisis situations. We have to resolve it and hope that people come
and talk to us about it later."

Prieto also sent a message to all of the parties involved in the brawl
  at the rocks.

"If you retaliate and we find out, you're going to go to jail," Prieto
  said. "This isn't high school."
