Makes one wonder what the real purpose of the requirement is? Hmmm?
"We don't care if you're car is the cleanest burning car in the
state. No sticker. $300 FEE. So if I discover that yanking out all
the smog equipment and pumping the exhaust through a loaf of bread
results in 0.001% of max CA allowed emmissions, my car flunks. Great
law.
