Around 4-5 years ago, Florida used to penalize motorists as well. They
called it an impact fee and it also cost $300. It was repealed while I
was there. It seems that states have a nasty habit of passing
unconstitutional fees...It was overturned after a regular citizen
filed a lawsuit as well.
