I think it's your phone line, but I would like to vouch
for the performance of USR modems. When I was choosing
between Flex and X2 I tried a Zoom(Flex) and a USR(X2)
with an ISP that supported both standards (inreach.com).
The X2 consistently connected at 50.666K and the Zoom
connected at 40K - 45K. I now have a USR upgraded from
X2 to V.90 and was able to connect to another ISP
consistently between 48 and 53K. The USR modems are
more expensive but they are definitely the best. I
am referring to the Sportster internal, not the
Winmodems.
