The station is a Class A from Placerville and is rim shooting into the Sacramento market. Since it has a much weaker signal than the local Class B's, it really can't compete very well. It seems to be changing it's format every year or so. The Flash had a strong co-channel in Walnut Creek which gives the 2 stations a giant mutual interference area. Amador Bustos linked both stations together in the 90's with mixed results. Since the 2 stations had a different spot load, reception during the breaks was not very good. Since the Placerville station has a very high antenna, it carries west really well. I pick up the Placervile station in many areas throughout Contra Costa (especially East Contra Costa). A couple weeks ago I was driving around in the foothills, south of Placerville and KKDV was fighting the flash, making both unlistenable.
