My own experiences with JPS.Net have been somewhat similar.
I own an ISDN TA, and dial in to their Oakland POPs.
Some of their problems are very serious. Basically show-stoppers.
Had I not signed on for an entire year (their price was cheap), I
would be out of there already.

Show-stoppers:
   - If I dial '288-0098' (their listed number), I get routed to
a machine that simply does not work. It will not forward
any TCP packet whatsoever. They have a couple of unpublished
ISDN numbers: 281-0098 and 291-0098 that work better, but
not perfect: I get routed to either 'imax1.jps.net' or
'imax2.jps.net'; if to 'imax2', no packets are sent outside
the JPS domain. In essence, I may have to try dialling
up several times (to their unpublished numbers) before getting
     a good connection.

   - Their news service is virtually non-existent. However, you
are able to use 'news.pacbell.net' from a JPS-net account.
     It is slow, but works.

   - Their FTP/WWW server area is a Windows NT machine. Buggy,
buggy, buggy - especially if you are using Windows 95 with
Norton File Manager yourself. (I mostly use Linux, which
ironically works better for FTP uploads).

   - As you say, their shell account lacks anything useful.
     Most notably emacs and gzip.

I also had an account with Best Internet, which is far better in
general - but which does not offer static IPs anymore. I used to have
one with them, but lost it when upgrading to an ISDN account.
Trying to get it back was futile (and a mess of conflicting statements
depending on who you talked to), so I cancelled them also.

LanMinds (which I now use) seem very good, though.
