No, there is no law to that effect, but there are modifications in how
Jurors can rule when a driver is in an accident while using a cell phone.  A
jury may now take into account the use of a cell phone as being  a primary
cause of negligence on the part of the driver, the same way jurors may now
include a fallen cigarette in the driver's negligence.
