Two bills, AB 809 & SB 215, are currently being discussed to remedy the
unconstitutional injustice known as the "Smog Impact Fee."  However,
full restitution for this ripoff is still not being considered.  AB
809, the bill dealing with the technical aspects of the notification of
victims and refund of the $300 fee (plus interest), continues to
promote the "three-year statute of limitations" imposed on refunds.
This means that if you were victimized by the DMV more than three years
before you learned about and/or filed for a justified refund, you won't
be compensated one cent.

YOUR ACTION IS NEEDED!

Contact your State Assemblyperson and State Senator immediately, and
urge them to take action to guarantee full restitution to ALL persons
who were taken by the DMV.  Encourage them to propose an amendment if
necessary.  The "Smog Impact Fee" was charged for nearly a decade, and
since it was a violation of the United States Constitution, time
restrictions on restitution are neither just nor legal.  Let's get the
Legislature to make right this wrong, once and for all, with explicit
language, for EVERYONE!
