Dear James, I do not have information on Mexico, but you should contact the South Florida Water Management District, 3301 Gun Club Road, P.O. Box V, West Palm Beach, Florida 33402. The District has a very large data base on aquatic weed control, particularly hyacinths and hydrila. They may have E-mail through the net, although I haven't tried to contact them lately. Good Luck.
