Although it is true that junior faculty may not be permanent members of NIH study sections (with three-year "sentences"), they ARE allowed to serve as ad hoc members (one-time only). I just returned from a study section yesterday. There were 6 Assistant Professors on the panel out of 26, and they were clearly among the more vocal members. Our voice is being heard. One reason NIH has so many youngsters, I think, is that many of us are still at the stage where we're flattered by it, instead of considering it just one more burden.
