EtOH & permeability

So we all learn that ethanol is freely permeable in biological tissues,
distributing itself everywhere. My question is, does solubility in ethanol
correlate with that same permeability? If I have a compound that is
soluble in ethanol, does this indicate that it will probably distribute
itself freely in tissues as well?
