OK, perhaps you missed the discussion phase of this proposal ?
Here is what I posted just after the RFD ( Request for Discussion )
was issued:

Vote NO to changing the name of SCI.CHEM:
===========================================
There will soon be a CFV ( Call For Votes ) issued affecting the
name of this newsgroup "sci.chem".
The proposal to rename "sci.chem" is a _part_ of a new newsgroup
proposal for a subgroup of sci.chem, named "sci.chem.analytical".
The RFD (Request For Discussion) was issued on 27th March but for
some reason has not appeared at this access site so I cannot specify
the actual title of the RFD.
*** Please be sure to vote NO to changing to the name of this ***
*** existing parent newsgroup "sci.chem" to sci.chem.misc ***
Why ? Because once this group becomes "sci.chem.misc" the quantity
and quality of the postings will deteriorate and the subgroup will
not be the equivalent of this existing parent newsgroup.
The only postings that tend to get posted into renamed .misc
subgroups are the leftovers that no one can find a place for -
"sci.chem" deserves better than that.
There was no call to rename "sci.chem" when two earlier subgroups of
sci.chem were created.
It is not necessary to rename "sci.chem" if the readers do not wish
this parent newsgroup to be renamed.
PLEASE VOTE yourself - don't leave it to others - and vote NO !
